FUNCTIONAL AREA 3.14 INTEROPERABILITY, TEST AND EVALUATION TRIALS SUPPORT

Under this contract, NDI has received tasking to provide services as
part of SupShip Pascagoula Combat System Ship Qualification Trial
(CSSQT) undertakings. NDI provides representatives as part of the
NAVSSES contingent for the HM&E portion of the CSSQT to ensure
operational and material readiness of all Combat Support Systems and
personnel onboard newly delivered DDG-51 Class destroyers.

NDI has provided technical expertise and oversight during installation
and certification of the Steam Catapults on CVN 72 thru CVN 76.
Following shipyard certification, NDI subject matter experts, ride the
vessel on sea trials as part of the Catapult Certification team to
demonstrate air ops interoperability. Develop test criteria, analysis
performance results, and publish certification reports.

The PSGS Team is recognized as a provider of superior technical
support contractors for PEO SHIPS, PEO CVN, SEA05U, SEA05P, 92T, PMS350,
PMS450, PMS392, PMS393, PMS398, and other Naval activities. PSGS
thoroughly understands the importance of integrated test plans to
program success and integration of testing and inspection during all
program phases. Our integrated test plans will contain a description of
the test and inspection system, the responsibility and authority of each
functional element, plus other documentation prepared to implement the
test and inspection program.

Work currently being accomplished at PSGS includes the development of the VIRGINIA Class Standard Operating Procedure (SOP) in preparation for Fast Cruise, sea trials, delivery, unrestricted operations, and material condition readiness.

PSGS supports DEP testing for PEO Ships, IWS, SPAWAR, NAVAIR, SEA 062, CFFC, CINCPACFLT, and CINCLANTFLT in the Fleet Readiness Process. PSGS tracks interoperability installations and issues, reviews and analyzes BattleForce hotwash reports, tracks both hardware and software installations and outstanding issues, and performs reviews of BG Interoperability Tests and Distributed Engineering Plant testing results.

PSGS developed the interoperability process utilized by PEO Ships F in coordination with PEO IWS, SPAWAR, NAVAIR, other Warfare Commands (Dahlgren, NAWCAD, Louisville, Crane, PHD), CNSP, CNSL and CFFC. PSGS currently manages the interoperability program for PEO Ships F and acts as the PEO SHIPS F SPM representative for the Fleet Readiness Plan.

PSGS understands the importance of developing Test and Evaluation Master Plans (TEMPs) in accordance with the Department of Defense (DoD) 5000 series of acquisition directives and instructions, The TEMP formalizes the Test and Evaluation (T&E) strategy, which, broadly speaking, is to identify and manage risks as well as to evaluate system concepts against mission requirements. The TEMP details developmental and operational testing, including system performance measures; an integrated test schedule; and the resources required to accomplish the planned testing. The TEMP also contains the Initial Operational Test and Evaluation (IOT&E) entrance criteria, which are used to determine IOT&E readiness certification in support of each planned operational test. The PSGS Team supported the Cruiser program development of the TEMP for the CG Modernization availabilities.
