Provided services to develop technical procurement packages in
support of the NAVICP Submarine Antenna Quality Assurance Material
program. Package includes all technical requirements put forth by
material specifications and standards, and the Quality Assurance
standard applied to the Department 96 ISO 9000 Quality Assurance
program.

PSGS applies engineering and analytical disciplines to ensure that the
processes and products used in the design, development, fabrication, and
manufacture of VIRGINA Class Submarines result in quality products.
Specific examples are centered around personnel qualification, the
SUBSAFE and Scope of Certification (SOC) programs, and Certification and
Functional Audit Support. Some examples of past performance and ongoing
projects include:

Review of baseline, first update, and ship specific VIRGINIA Class SUBSAFE Design Reviews (SSDR), Ship System Manuals (SSM), Weapons Delivery System Equipment Manuals (WDSEM), Maintenance Standards, Unrestricted Operations Maintenance Requirements Cards (URO/MRC), Request for Diagram Changes (RDC), and Test Procedures (TP) to ensure they meet the SUBSAFE and DSS-SOC requirements as outlined in the appropriate reference materials.

Development of the SUBSAFE Certification memo for preparation for fast cruise, sea trials, delivery, unrestricted operations, material condition readiness for VIRGINIA Class new construction submarines including enclosures. Enclosures specify each step and the requirements/OQE necessary to obtain certification.

Development and maintenance of the VIRGINIA Path to certification schedule.

Development of the SOC path to certification memo and schedule.
Review of the DSS system level drawings to ensure compliance with P-9290 -
Review of the SUBSAFE boundary book to ensure compliance with the SUBSAFE Requirements Manual (NAVSEA 0924-062-0010 Rev C)

Support of the quarterly SUBSAFE and DSS-SOC working group meetings, including developing agendas, minutes, and off-site travel.

Supporting the NAVSEA Internal SUBSAFE and DSS Functional Audit. This has included an audit of the PSGS deviation-processing database to demonstrate its ability to meet all requirements for certification.

Coordinating NAVSEA 07Q Design/Shipbuilder functional audits. Providing oversight and reviews regarding development of Audit Plans and Audit Guides. Finalizing the SUBSAFE Certification Audit Plan and Audit Guide.

Supporting of SUBSAFE Phase I and Phase II audits including on-site audit support and resolution of audit cards.

Supporting the DSS Surveys including on-site support and resolution of survey cards.

Developing plans for VIRGINIA Class Ship’s Force Training to support operation, testing and certification of the Lockout Trunk (LOT).
PSGS’s origins are based around the SUBSAFE program and its effective implementation. To this day, a large portion of the support work done for PMS450 involves quality assurance. PSGS has developed a superior reputation in this field and has extensive experienced personnel able to perform any function in the Quality Assurance area. Nearly half of PSGS professionals have earned American Society of Quality Control (ASQC) credentials as Certified Quality Program Managers, Engineers, Technicians and Auditors.
Support provided to PMS392:

Provide technical, logistic, and management support and on-site coordination to assist in tow of inactive nuclear powered ships, Panama Canal transits and port layover periods. Assist with the resolution/correction of technical problems and the adjudication and documentation of lessons learned items.
Support provided to SEA07Q:

Provide engineering, technical, information technology (IT) and program management support to NAVSEA 07Q engineering, technical and management personnel. Services provided support NAVSEA 07Q SUBSAFE, DSS and QA programs. Specifically:

Provide Program Requirements Development, Specification Maintenance and Change Management Support: Conduct technical reviews, research/analyze, process, develop, maintain, reproduce, publish, document and distribute a wide variety of correspondence, draft reports, assessments, briefing and training materials, meeting support, minutes, action items, manuals, and hard-copy and database documentation in support of SUBSAFE and DSS Manual Change Requests (MCRs), Disposition Records (DRs), manual ACNs, technical documentation, Ship Certification Authority (SCA) documentation, SEA 07Q Standard Operating Procedures, and SEA 07Q meetings. Maintain/update change management and distribution databases and electronic documentation.

Support the full spectrum of SEA 07Q Quality Assurance Programs, to include review, research, investigation and analysis of QA programs, processes and procedures and problem areas. Develop and maintain data and perform trend analysis for SUBSAFE and DSS. Assist in developing certification approaches for new concepts and designs.

Provide the full scope of support for 07Q SUBSAFE and DSS audits (Certification and Functional) and audit requirements by providing technical, analytic and programmatic support for SEA 07Q audit programs. Support includes on-site audit coordination; and developing, preparing, reviewing, analyzing, maintaining and distributing audit plans, announcement letters/correspondence, guides, packages, checklists, databases, findings, reports, status, schedules and related documentation. Update and maintain audit schedule database and the auditor database management system.

Provide SUBSAFE Liaison Action (SSLARs) review and Technical Analysis support to include research, analysis, recommendations, document processing, status reporting, program and process assessment and technical document maintenance. Maintain the SSLAR database.

Develop and maintain Standard Operating Procedures for SEA 07Q office operations. Provide on-site program support services. Provide interface services between SEA 07Q and other government offices and agencies to coordinate activities.
